Victory In Vermont - My Third License Plate Arrived!

Well... Just got mine sent back. Apparently now if the "fair" nada value is less than $500 you need to take 6% of $500 and not your fair nada value. I don't know if it's just luck of the draw with who you get but I recognize this handwriting on one that got rejected yes ago. But it seems as though it will go through once I send in the check for $2.20 more lol.

One time they did send me a check back for the difference in the mail because I "overpaid" so i think if a bike I am doing is less than $500 nada value in fair condition I will use $500 anyways.

Fabulous!! However, I was already starting to think how we might have to start learning more about the South Dakota process for plates.

Rick,
I am outside of Baton Rouge here in Louisiana. I am new to the biking world and am looking at a 1981 Honda XL185s...no title. I am seeing a good bit of info about this Vermont deal. Being some info is outdated, would you be willing to converse about your experience with it? Could we talk over the phone (perhaps a PM to exchange information)?
I am wanting this to be a completely legal and upright approach to getting this thing titled.

Hello Gary,

Sure, maybe later tonight - I'm just up the road in Bossier City. PM me and we can work out a phone call. Its all very legal, very straightforward and Louisiana DMV law makes this method just about the only viable way. The existing “Good Faith Possession Of A Vehicle” section of LA DMV law aka “Louisiana R.S. 32:707(M)” is totally unworkable . . . . one great big "Catch 22" will stop you dead in your tracks if you attempt that method. Believe me, I've tried and was made to feel like a criminal even though my bike had never been stolen.

Anyone tried to do this recently? A buddy is trying to get his st90 done and got a letter from VT saying it needs to be inspected in Vermont in order to get plates. I recall tgis happening to someone else on about forum but cant find what he did to resolve the issue. You are registering it out of state he need it inspected in the state of vermont????

That would be a new requirement. Has anybody looked at Vermont DMV Form 119 "i" . . . the instruction for Form 119? I shall go take a look.

Rick

Edit: I think this may take a phone call to a human clerk in Montpelier. As of early January 2017, there is some new thing called the "Automated Vehicle Inspection Program". But why are they only now, months later, getting around to enforcing this new aspect of Vermont DMV law??

Since the motorcycle is not registered in Vermont almost all of us are not required to get it inspected. Only Vermont registered vehicles are required.

23 V.S.A. 1222 ~ Inspection of Registered Vehicles;
A motor vehicle, operated on any highway, shall be in good mechanical condition and shall be properly equipped. 23 V.S.A. 1222 ~ Inspection of Registered Vehicles (a) Except for school buses which shall be inspected as prescribed in section 1282 of this title and motorbuses as defined in section 4 (17) which shall be inspected twice during the calendar year at six-month intervals, all motor vehicles registered in this state shall be inspected once each year. Any motor vehicle, trailer, or semi-trailer not currently inspected in this state shall be inspected within 15 days from the date of its registration in the State of Vermont. The inspection shall be made at garages or qualified service stations, designated by the Commissioner as inspection stations, for the purpose of determining whether those motor vehicles are properly equipped and maintained in good mechanical condition. The charges for such inspections made by garages or qualified inspection stations designated to conduct periodic inspections shall be subject to the approval of the Commissioner. If a fee is charged for inspection, it shall be based upon the hourly rate charged by each official inspection station or it may be a flat rate fee and in either instance the fee shall be prominently displayed beside the official inspection station certificate. A person shall not operate a motor vehicle unless it has been inspected as required by this Section and has a valid certification of inspection affixed to it. The month of next inspection for all other motor vehicles shall be shown on the current inspection certificate affixed to the vehicle.

But we are getting a vermont registration for the motorcycle. Do you take that sentence to mean only vehicles that reside in the state of vermont need to be inspected?

I posed this question to the Vermont DMV:

I live in Florida. If I register my 70cc motorcycle with the state of Vermont and retain my Florida residence, is an inspection required if I do not operate the motorcycle in Vermont?

Vermont DMV:

If the state of FL requires an inspection, than they should be able to do a curtesy (sic) inspection for you, if they do not than it does not need to be inspected unless being operated on VT roads.

I'm not sure what to conclude from that. Does that mean that if FL requires inspection do you need to get it inspected in FL before Vermont will register it? Or that if you want to ride legally in FL with a Vermont plate then they should be able to inspect it?

Louisiana requires a vehicle inspection . . . . which I can't get until I'm registered in Louisiana. Vermont has never stopped me for a Louisiana inspection unless we want to call the Louisiana State Police "Affidavit of Physical Inspection" that I now send to Vermont out of habit an inspection. This is not the same as the vehicle inspection that I now believe that Vermont requires if the vehicle is operating on Vermont roads. Since only a tiny few of us are living in Vermont, this is not going to be a problem. And if you do live in Vermont then go get what is likely a very easy and inexpensive inspection.

We all here must never lose sight of the fact that this is a money maker for Vermont. If that equation ever changes then South Dakota, here I come. Until then, I'd keep applying to Vermont.

What it means is, if you operate in Vermont with a Vermont plate you have to have an inspection sticker. Anything goes everywhere else. Got it?

Its a wonder why my friend got his st90 application rejected with a letter that states he must get it inspected before vermont will register it. Maybe luck of the draw of getting someone who doesnt know the rules? He lives in PA. Mine should be coming soon, but my check hasn't been cashed yet. We'll see what happens with mine.

Andrew - how long ago did you submit your docs to VT? Please let us know when you know what happens for you.

I submitted my documents Sept 20th but had them returned due to being short on the check amount. Apparently if fair value is under $500 they use $500 to calculate tax. But a letter was not included saying i needed it inspected.
