Found a Complete Sapphire Silver Tag - Advice/Trade(?) Pacific Northwest

So I found what turns out to be a Sapphire Silver Tag. Vin is CT70104xxx with matching numbers motor (within 100 of VIN). Has the silver tag, front fender lip, correct (broken) plastic brake levers, 1 piece Stator, hole through frame for taillight wiring, straight rear brake stabilizer, a nice correct seat pan with bolt on tool carrier, etc. Basically everything silver tag specific.... 1100 miles. But as you can see from the pics it needs a lot of love. I actually bought it to do a 125-140cc Swap. But since it is a complete Silver Tag, I am looking for guidance on how to proceed. Seems a pity to build what I was planning out of this early bike. So I might be open to trades if local in the Seattle/PNW area. And I am definitely open to advice about the bike and my situation.

I have a 1049xx in ruby red since 1970. If I had that bike it would get a restoration. Just my opinion.

Thank you for your opinions. I think it is going up for sale or trade and hope it finds someone who can give it the restoration it deserves.
