4 Speed Clutch won't release

I'm working on a 71 CT 70 with a 4 speed clutch. I have replaced the clutch disc set and resembled everything. Before reinstalling the engine on the bike I tested the clutch and transmission by shifting into first gear, pulling the clutch lever all the way up. At this point I am unable to freely rotate the drive sprocket. Is this normal or should I be able to rotate the drive sprocket. I'm thinking in terms of a manual transmission operation in a car.

Additionally with the motor on the bike and and drive chain installed, I pull the clutch lever in with the transmission in gear and cannot roll the bike.

Can anyone help?
Thanks.

Thanks for the information. Yes indeed the clutch was adjusted after installation. This one does not seem to want to roll at all. Just want to know if this is normal since i have never worked with a bike with a manual clutch before.

Unlike a mainshaft-mounted clutch assembly where you can push and start a bike in gear, with a crank-mounted clutch you cannot do that, it will not roll or start in gear

+1 it's called primary starting. The other advantage is that the clutch being mounted on the main shaft turns at a lower speed rather than crank speed. It was a big deal back in the day especially in MX,if you fell or stalled you did not need to find neutral - as you know when your under pressure that is next to impossible

Just a follow up note that after everyone's help on this forum, new clutch plates were installed and bike runs and shifts perfectly. This being my first four speed I wasn't sure if everything was correct or not. Now I have to have a four speed of my own.
