neutral light question

I have a 72 CT70HK1, 4 spd. I keep blowing the neutral light in the speedometer. I voltage checked it and the voltage is going up around 19 volts. Is there a relay or something bad to get this high voltage. The other lights (high beam and instrument light both are ok and within limits on voltage. Help!!!!

With the engine off and the key on you should be measuring battery voltage on the red wire coming to the neutral bulb, about 6VDC. If no battery voltage check the fuse and wiring at the battery. If you have ~6V with the engine off and 19 with it running then I'd guess something is plugged in wrong, or maybe a dead shorted rectifier? (That would be a new one for me, but who knows?) Is that 19VAC or DC? The red wire should only be DC, cuz it ties to the battery through the switch. This is a stumper.

voltage is AC. With the engine off and the key on, the light will not blow, but I don't measure much voltage either (around 1-1.5 volts).

Thanks everybody, problem solved. The neutral switch wire is grounding out against another wire in the bundle. I haven't found it yet but I ran another neutral switch wire to the light and it works correctly.!!!!
