Replacing the throttle

Howdy. I just started rebuilding the first bike I ever rode - I believe its a '72 ct70 but im not positive on the year. I got it when I was 13 and haven't ridden it in about 11 years. Unfortunately I let it sit there, outside for half of the time, just rusting away.

Anyways, to the question:
the throttle seems to be rusted up. I can get it to move slightly on the handle grip begrudgingly but when I look at the carb end, I dont see the cable responding even a bit. So im assuming im going to need to completely replace the handle and cable. Any suggestions? Im not sure how to start. I dont see any exterior screws so im assuming that im going to need to cut the solid black grip to take it off. Correct?

I would be grateful for any suggestions.

if the grip is still good lay it on its side and pry the grip back a little with a small screwdriver and spray wd40 in with the little straw,then it will come off.you will see a tiny screw that holds the throttle on.you may be able to clean it up in there.i suggest a new cable.
 
In addition to what PC said, I also used a hair dryer to heat the grip up a little, Once warm, good grip and pull off. I just did this whole process and it took a total of 30 min start, clean re lube and finish.... easy

Many thanks. I was able to get it off this morning. It seems as though the real problem was that, under the grip, in the oval slot where the screw goes, the throttle has been jammed hard enough that the metal went over the screw and it was stuck there. When I pulled the grip off, I looked in the slot and was like, where in the _ is that darn screw?

Anyways, now the question is, how do I adjust my throttle properly? ive played with the adjuster nut on the gas line under the bike and even when its fully out, there is still too much cable for the bike to throttle. Is this because the cable has been stretched out? or is there another adjustment I can make to tighten it up? Either way, im going to get a new throttle cable and grips.

For the carb- the air adjustment is 1 3/4 from bottom ( ie bottom out then back off 1 3/4 turns). This is factory setting. Then adjust idel speed once the bike is worm- Just wnet through this process.
