Congratulations on your purchase, HH. While obviously not an SL, I purchased my CL100 new in 1970 and it's a fun bike. The only change I made was installing a larger, 18" rear wheel like the CB model had.
Anyone else interested in Lionel or other toy trains from their childhood? While I've concentrated primarily in O-scale, I also enjoy Z, HO, S and G-scale trains.

Picture(s) would help but I haven't noticed that on my K1. I'd mount the seat, tank and observe.

Someone might be able to help you with a recommendation (local competent welder or paint expert) if we knew your approximate (nearest city) location. I've used a stud welder with an acetylene torch, working around permitter of dent with excellent results...
Fenders were originally chrome plated. Taillight bracket was crack-prone on early silver-tag models and later K1's utilized a stronger bracket design.
