Carb adjustment question- z50

I just installed a new Honda carb on my '86 Z50R and I'm having a real hard time getting the adjustment just right. I have to put the pilot screw all the way in till it's seated in order for the carb not rev up through the roof. The idle screw is back out nearly all of the way.

Is this something other than a carb problem? or am I just overlooking something easy?

Any advice would be appreciated.

First thing to do is make sure that the slide is closing all the way. It's easy enough to get the throttle cable hung-up and the throttle won't close. That would also explain why the pilot screw has little effect, its range is idle to about 1/8 throttle with it's effectiveness diminishing as the throttle is opened. Failing that, look for a vacuum leak. That means checking the intake gaskets. Check the throttle slide and if that's not the problem, I can give additional help. :cool:
 
The stock carb settings from the factory are: middle clip, 1 3/8 turn out from full close for air screw, and no more than 3 full turns out from full closed on the throttle screw. I am usually able to get it idle at 2 1/2 turns, and fine tune from there.
