How come sometimes there's a whole slew of smilies, (emoticons) to choose from, and sometimes there's not?

I just posted a reply to someone, and I chose advanced, and I only got about8 - 10 choices, but now, when I'm starting this thread, I see off to the right dozens of them to choose from.

Why aren't they there all the time? Sorry if this was covered already.

I've experienced this situation, along with other temporary glitches. Unless Tiedgen has a handle on the issue(s), have to conclude that these are server issues.
