The CT70 front fender uses the steering stem as the "pilot" location. There's an m6 x1.0 threaded hole at the bottom of the steering stem that corresponds to one of three mounting holes in the fender. The other two fender holes match a pair of flats on the triple tree...with oversized holes drilled through them. A pair of long (~25mm, from memory) m6 bolts thread into the Honda horn mounting bracket, which has the integral nuts. You'll have to see if your Chinese clone matches any of these details. If it does, should be an easy job switching to the classic high-mount fender. If it doesn't...things could get complicated. I wouldn't drill a lower triple tree unless it had the flat sections as part of the casting; Chinese knockoffs are known for cheap (weak) alloys, a safety concern. An OEM K1-later steering stem should be easy enough to source. However, then there are other details to consider: fork leg diameter, spacing, stem length & thread pitch...which may or may not be identical.
