Could it be that it is an electrical insulator and a star washer does not have enough "tooth" to cut through and make a good electrical ground??

Dupa has bike that is chrome plated top to bottom . .. if you've ever seen it . . . its just beautiful . . . . its not PC OR PAINT.

The frame (yes I said the frame) and components are at the chrome shop. Its gonna bling. Can't wait to get it back. Pics soon."
He did polish all the aluminum pieces on the bike so they LOOK like chrome tho . . . He is a wonder with the wheel.
Forgot to post pix of my small parts . . . Wanted to show you all my battery box and seat latch in particular. They are chrome powder coat with a clear powder coat over top and they look like plated parts . . . but they wont rust . . . .
