Before you take anything apart or adjust anything etc. Try starting it by rolling it down a hill and popping the clutch in 1st or 2nd

That is a Jincheng engine. Its a semi-auto with a 4 down pattern right ? I have an '02 Jincheng with similar numbering and markings. Its a really nice bike and the engine runs like a clock. It is also a 12 volt engine . . .
