yes it requires primer. They sell both urethane and epoxy primers. I would say it's pretty thin, but I never got any runs or sags. I think it has a few hours of pot life. but I seem to recall quick, hard curing on the bike

Not epoxy and not nearly as cheap, but Spraymax is a 2K urethane in aerosol cans. You can get some HOK colors for $20-30 /can and clear is about the same but man does it look good.I've use the clear coat and been very satisfied with results, then spilled gas and oil all over it with no problems...
I would think that a photo of the VIN tag would be pretty good evidence for DMV. It indicates "this vehicle conforms to all applicable federal standards for model year..." or something to that effect
