So is the bottom rivet pressed in? I think I’ll just try to remove it instead of whole inner section.

Will do. Only problem will be sourcing the metal tab. I might have to fabricate something.

Is this fixable? I’ve never attempted to take one apart. The metal piece that attaches the cap to the tank has broke off.
