1981 CT 70 Getting Close to the Finish

It's been a long project and I see a light at the end of the tunnel. I need some help getting there...
1- I'm having a hard time getting the headlight to work. Does the engine wiring have to be connected for it to work? I believe I have installed the correct OEM ignition sw, which has 4-wires red-power, green-gnd, blk & blk/wh. Whith key "on" I have power on blk but not on blk/wh. Directionals work OK!!!
2- looking for the correct part # for the two OEM bolts to mount taillight to license plate bracket.

Not only does the engine wiring need to be connected for the headlight to work ,but the engine needs to be running as well .

I think I should've of taken more pictures and payed closer attention to detail when I pulled this apart 5 + years ago. Didn't plan on dragging it out sooo long.
