New to me CT 110, has a couple issues

I tried bouncing it up and down a few times but no luck. I've never run into that before so any ideas are appreciated. Not even sure where to start with that. </p><p></p><p>Overall though it's a pretty darn nice bike. Just been very neglected for years but I'll change that this summer.
