Points Cover Weirdness?

So on both my bikes, when I remove the points cover there are these cutout grooves in the cover itself. They obviously bypass the effectiveness of any gasket.

I learned this the hard way when, after washing my bike it wouldn't start. I wasn't getting a spark. I removed the cover and ... water came out.

So... I'm wondering...

What the heck are those cutouts for?
And... should I fix them with WeldBond or something?

They allow whatever builds up in there to drain out they should have been on the bottom and whatever water you sprayed up in there should have drained back out .

one might be a vent so condensation can’t build up inside. The other for a drain if it gets too wet?
