Classic symptom of a partially clogged emulsion tube. Not saying that it can't be anything else however, it's the most likely issue. Run a thin wire through every one of the wall orifices, followed by carb cleaner and compressed air. Have you checked the air filter element & inlet side airbox boot? Old foam can deteriorate and I'e seen more than one airbox boot that's been collapsed by mis-routed wiring & fuel lines.

The 35 jet is pilot, which is used for idle, you need to look at the main jet, and as racerx said the emulsion tube, carb slide/needle height, float height, points gap, valve lash.

After you find the problem clean the plug. They gas foul easily. I was adjusting the idle mixture on a new 14mm carburetor on a 1981 z50r and fouled the plug. I use a propane tourch to burn off the carbon be careful.
