Front headlamp

Are 1978 honda ct70 headlights always on when the engine is running?

I replaced the old non working headlight with a new one.

I hooked up the wires exactly as the original were.

Also, a brand new battery, which has a voltage of 6.4 showing.

Nothing ... tail light works fine.

Horn attempts to make a buzz sound... will need to replace.

Help please.

Yes, Honda went to what is now called DTR (daytime running lights) with either the K4 or `76 model, I don't recall which was the first. Easy way to figure this out...two-position keyswitch means you have fulltime DTR. A three position (off/run/lights) means you don't and the HL must be switched on manually. Someone on this board claimed that they successfully retrofit an earlier 3-position keyswitch (which are still available new) into a `78 and it was plug & play.

The headlight runs off off AC power (the yellow stator lead), so it only receives power while the engine is running. The tail light is fed DC battery power, so the engine doesn't have to be running to power it up.

Your feeble horn may be just that and replacement is the correction. Easy way to test a horn, connect it to a known, healthy, 6v power source (like a battery charger) directly. If it screams to life, then the problem lies elsewhere. No change means the horn has retired.

77 was the first year for two position ignition switches. Have had horns start to beep when holding the button and taping then with your finger.
