I am looking into buying a Trail Ryder 110cc New.
What documents do I need and how can I make it street legal (plates)?

Best to ask your state DMV. Unlike pre `81 machinery, the newer the bike the more regs you'll face. Some new bikes cannot be titled & registered for road use. For a 2006 model, you'll need an MSO & 17-digit VIN, at a minimum. The bike has to have certified compliance with current federal requirements. There may be additional state requirements, depending on the state in question.
 
With a Chinese Clone Bike-
If you live in California , forget it.
In Ohio and most generous states-
Whomever you buy it from better be a registered dealer with a valid dealer number in the state they are selling from.
You will need a reciept/bill of sale , a completed Manufacturers Certicicate of Origin along with the selling dealers information and dealer registration number on it.
Then you will need to have the bike to verify it is road legal and the VIN inspected and certified to match the MCO.
Then you go to the Bureau of Motor vehicles and apply for a Motorcycle Title.
Thats basically how it works in Ohio.
If you have an incomplete MSO or no dealer number its a pain in the Arse to register/title one, might as well use it for parts.
 
I have a ct70 clone with an 87cc engine from REDCAT Motors. Its a great bike, im about to upgrade to a 125cc zongshen.

I Had problems registering mine as well. First i was allowed to register it. Then they revoked my title saying my bike wasnt EPA certified. I contacted the EPA, and they said my bike was EPA certified, but because my bike had no EPA stickers they couldnt help me.

So i had 2 routes i could go. I could swap all the new parts onto a Pre-1975 frame. I live in Alabama and anything older than 1975 only requires a bill of sale, and no emissions requirements. The other way, that was real easy. I took a seat off a 1991 ct70, which had the EPA stickers underneath, mounted the seat on my bike, showed the DMV, and got my title. They had no idea what they were looking at. If they ask to see it now ill tell them i got a new seat and new engine!
