I would definitely suggest starting with a mostly complete bike...nickel and dime...nuts and bolts...its a real challenge to put a complete bike together from parts.
If you've seen the prices for frames, axles, and tanks...you'll know that a $1000 complete bike is a bargain.
You'll likely want new plastics so the bike you buy doesn't need to be beautiful.
When I was looking, I passed on a couple of really nice bikes, then regretted it later. $800-1400 range in my area can get you a nice start...along with a little luck.
Even if you can find a really ratty one...for cheap...if it's mostly complete it'll save a lot of grief.
Watch out for bent frames. And watch out for problems at the rear axle...seized bearings can eat frames. And rusty axles can be a bear to remove. Also, look at the threaded ends of the rear axle...where people tend to beat the hell out of them...trying to remove the axle.
Good original tires...Ohitsu I think they are...seem to be valuable among purists... FYI.
