"Vermont Loophole" closed, or closing?

I was looking to do a registration transfer and live in Vermont. I noticed this notice on their registration page:

In concert with other State jurisdictions, the Vermont Department of Motor Vehicles now evaluates all out-of-state
transactions based on your own home state’s laws, regulations, and policies. To that end, the Department will not
process this/these transaction(s) unless or until the owner of the subject vehicle can establish a legitimate connection
to the State of Vermont.

Effective immediately, completion of this form is now required before the DMV processes your transaction(s). Please
have the bottom portion of this form completed by the Department of Motor Vehicles or a comparable Agency in
the home state of the subject vehicle's owner, certifying that the home state's laws do not require that the applicant
register the vehicle there. One form is required for each vehicle

Looks like there may be some additional work to get an out-of-state vehicle registered in Vermont now. Just a heads up in case someone was on the fence as to buying something without a title to register in VT.

Is there still a way?..if you live out of state to go thru Vermont??
Just seen a similar post over on PM...but they said you'd have to live in a neighboring state..?

That form can be signed by the register-ers home state saying that they do not require the resident to register in their home state, but that seems unlikely to get signed. Maybe a person could plead on a case-by-case/bike-by-bike basis? Probably not.

There is also some VT power of attorney form where perhaps someone can act on your behalf but its not clear what that does or how it works. That's probably just closing a loophole where someone could show up to VT DMV on a non-resident's behalf and register a pile of bikes/cars for them, but now you need a signed form to do anything similar.

Beyond that I don't really know much detail, just learning of this today on DMV site and found a number of posts elsewhere afterward conveying the same.

It was a GREAT Vermont ride while it lasted. Conversely, at least for me here, it has gotten easier In Louisiana to title things like our bikes.

Looks like ill be doing a vin inspection and a three year wait.

How much will it add to a bike that has a title? Seems like it used to be 250-300, but that was pre covid.

I have about 10. I just got the renew letter from them for one of my bikes.. I mailed them back a $48 check for another year decal…if they mail my money back the next step is hopefully Florida will let me turn them into Florida titles …that was my plan anyway but if they wouldn’t I’m screwed!!! On another note,,, did anyone see in the news the major flooding in Montpellier VT? Montpelier is the city where you send all your paper work for getting a title for those of you that didn’t know.. flooding the same day we get the news about no more titles? coincidence or are they being punished by a vintage god with a higher power for old cars an motorcycles that wants to keep them street legal on the road ? Just something to think about….lol

I would watch your arse, you can't ride around after 30 days of residency ''where I live'' with out of state plates. Especially one where you don't have an address!!! 🤣 I went with International Title Service a looong time ago. ;)

We have pretty strict pursuit laws here. Although 72cc of fury probably wouldn't be of much help.

Yeah remember that appointment I posted about getting in the original post when I saw the update on VT DMV? Just got a reply that all appointments were cancelled due to weather and flooding. Lots of roads closed. Tornado of all things last week. Seems like a vintage vehicle god punishment is in full effect.

Ps Montpelier is also more widely known as the capital of VT, not just where you send paperwork for getting a title 😁 lol

That's too bad. I got 3 registered in VT, and when the original plate expired I titled them in Texas quite easily. I don't know what it would take now in Texas.

Vermont was a legend in the world of resurrecting old stuff and getting it licensed. But some other states do have some methods available. Here in Minnesota I recently registered a 1966 CM91 with no prior records. It was a basket of parts I traded some fencing for. I had maybe $50 in it and let it sit for years before I resurrected it. My only complaint was they made me pay sales tax on a presumed value of $1200. I only had about $200 invested by the time it was road worthy. But I had to pay about $75 sales tax anyway.

Vermont update,,,,, I mailed off my Vermont renewal for the blue/green ct70H about a month ago with a check for $48 with required paper work,,, they mailed my check back with a note stating the new price is $58,,, so they went up $10 but at least they are still renewing out of state registrations…I was afraid when they stoped the easy registration process they would stop renewing as well…glad they didn’t as I have a lot registered there and haven’t tried to convert one to a Florida title yet..?
