I was looking to do a registration transfer and live in Vermont. I noticed this notice on their registration page:

Looks like there may be some additional work to get an out-of-state vehicle registered in Vermont now. Just a heads up in case someone was on the fence as to buying something without a title to register in VT.

In concert with other State jurisdictions, the Vermont Department of Motor Vehicles now evaluates all out-of-state
transactions based on your own home state’s laws, regulations, and policies. To that end, the Department will not
process this/these transaction(s) unless or until the owner of the subject vehicle can establish a legitimate connection
to the State of Vermont.
Effective immediately, completion of this form is now required before the DMV processes your transaction(s). Please
have the bottom portion of this form completed by the Department of Motor Vehicles or a comparable Agency in
the home state of the subject vehicle's owner, certifying that the home state's laws do not require that the applicant
register the vehicle there. One form is required for each vehicle
