Petcock leakage is going to get more common in the post-ethanol era. Rubber and alcohol do mix...not what you want. A petcock that seals properly will allow you to drain the carb dry and have it remain that way. Replacing the petcock packing washer at the beginning of the season should do the job.
FWIW, I transport my rider inside an enclosed vehicle, draining the bowl by first closing the petcock then running the engine until it dies. That leaves very little gas in the bowl. Removing/opening the drain valve afterward is quick and effective. Believe me, it makes a world of difference. If there's any significant amount of fuel in there, you'll get gassed-out - a nasty, but effective, diagnostic tool.

FYI, constant leakage from the overflow/vent means that the fuel level is too high. If this occurs while riding, you have a float/inlet needle & seat issue. If it only happens when parked & not running, the bike is probably just leaning-over too far.
