This thing a mishmash of parts from earlier models, probably what he had lying around. With no suspension, it won't take many miles before problems manifest. If you're going to take it above 20-25mph, it's a deathtrap. The `82 engine has a one-off (one year only) top end & crankshaft. There's no title. And, there's not a single detail shot amongst the blurry photos; who would do that when asking top dollar for a model that's near the bottom of the desirability list? Check out where the rustiest bolt is... Drumroll please... The muffler packing hold down bolt. You can bet that the exhaust is getting eaten alive and wafer thin from that crappy o.e.m. metal munching, moisture retaining packing! That would be the first thing that needs to be addressed and corrected.

Fwiw, even if there is a problem with the cable (doubt that it'd be a vacuum leak) if the bike is otherwise as-represented it's a minor issue at most.
This thing looks to be in an amazing state of preservation.
